Introduction
In 2017, the first version of the Austrian Ecolabel Directive Uz76 ‘Green Producing’ was published. The initiative and the impetus for the development of a catalogue of criteria came directly from the film industry. The Directive has now been updated and revised for the third time.
Not only the term, but also the philosophy of „green production“ is firmly anchored in the film industry in Austria. On the one hand, this is due to the generally increasing social awareness of sustainability and ecological management. On the other hand, an own dynamic developed through the introduction of the Film Location Act as of 1.1.2023 as well as the amendment of the Film Promotion Act and the KommAustria Act as of 1.1.2023 to apply for an additional bonus in the course of film funding.
The results of this revision mainly concern the greater involvement of the service-providing trades, the communication of the measures and the timely involvement of these in the decision-making process in the run-up to the shooting. The aim of this directive is to achieve a high degree of energy and resource-saving effects while allowing the flexibility necessary to meet the possibilities of the film industry in a practical manner. This is achieved by overview lists, concepts, the possibility of fulfilling individually defined self-measures and, in some respects, at least the demand for more sustainable alternatives. A particular focus of this directive is on the mobility of people and the transport of goods and services. Here, the Austrian Ecolabel uses the revision to prioritize the lever of environmental impact by commissioning suitable service providers.
However, the requirements for the film production company, which have so far been less of a focus for pure funding processing, continue to form an important prerequisite for a certification with the Austrian Ecolabel. The implementation of the film-specific criteria can be implemented more credibly by a film production company that is fundamentally more sustainable, even in day-to-day operations.
All changes have been developed on the basis of the extensive discussion process and the extremely helpful and constructive cooperation with stakeholders, and in particular licensees, in order to be able to better meet the opportunities and needs of the industry and the environmental objectives of the directive.
General Requirements
The Austrian Ecolabel (UZ) awards products and services that represent a more environmentally friendly alternative in a comparable market sector. Owner of the certification is the Federal Ministry for agriculture and forestry, climate and environmental protection, regions and water management (BMLUK). On behalf of the BMLUK, the Association for Consumer Information (VKI) is assigned with the development and administration of the UZ directive, which form the basis for the allocation of the certification.
Up-to-date information on the Green Bonus and the recognition of the Ecolabel Award can be found on the respective websites of the film funding institutes (ÖFI+ or FISA+).
Legal requirements
Prerequisite for the awarding and management of the Austrian Ecolabel is compliance with all relevant laws and regulations of the federal government, the federal states and the competent municipalities, and compliance with employee protection. This concerns both the applicant film production company and the film production to be awarded, in particular with regard to any necessary copyrights and filming authorisations.
All employment relations (concerning both employees of the film production company and temporary employees for the respective specific film production) are regulated by service or work contracts.
The statutory provisions regarding minimum wages and maximum working hours according to the collective agreement for filmmakers and the collective agreement for non-filmmakers are complied with.
Control provisions
The Green Producing eco-label is awarded for individual film productions in accordance with the product group definition (Chapter 1).
Film productions to be awarded must fully comply with the relevant criteria of directive UZ 76. If individual criteria are not relevant for a specific film production, it is possible to indicate ‘does not apply’ in the control report. In the event of unforeseeable events that may prevent the fulfilment of a criterion, the auditor(s) must be informed immediately.
The conformity of the film production with the requirements of the directive is to be confirmed by the expert opinion of an auditor. The auditor can be freely selected by the applicant from a pool of auditors managed and provided by the VKI (link). The evidence required for the control must be entered or uploaded in the ecolabel software (link). At this time, an auditor must be selected from the pool of auditors.
For the certification, a two-stage test procedure is provided, which in the first stage provides for the examination of the in-house criteria to the film production company (Part A) and in the second stage the criteria for the film production to be awarded (Part B). Part A must only be proven when the application is submitted for the first time and in the case of mandatory follow-up examinations after four years. When applying for awards for further film productions within the licence period of four years (additional products), Part B must be completed.
The criteria for specific film production (Part B) must be verified by all film production companies involved in the production of the film production to be certified. This excludes film production companies that are only financially involved in providing previously produced film material and film production companies that provide a sub-service in this specific film production.
In addition to written evidence, the verification of Part A requires an on-site inspection by the auditor(s) at the film production company. In order to comply with Part B, at least one inspection at the film set shall be carried out directly at the time of filming.
For the first application of a film production company the online application for the award of the ecolabel for a specific film production hast to be submitted at the beginning of the two-stage examination procedure and subsequently before the beginning of the filming.
In the case of serial productions and regular continuous broadcasts, the conformity of the film production with the criteria with this directive must only be demonstrated once in coordination with the auditor(s) and the VKI if it can be assumed that the required measures will be complied with throughout the entire production process.
Any changes to the film production concerning the compliance with criteria of this directive (e.g. personnel changes, new location, change of catering company) must be reported immediately to the independent auditor(s) who prepared the report for the purpose of supplementing the audit report.
If a revised version of the Directive has already been published at the time of the examination of further specific film productions (called ancillary products) to be certified, the amended criteria must also be demonstrated to the film production company (Part A) in this context.
Equivalent certifications (e.g. other ISO Type I certifications) can be accepted as proof.
Licensing
Possible licensees of this directive are film production companies from EU and EWR countries. Film production companies based in Austria must be registered in the Trade Information System (GISA) of the Federal Ministry of Labour and Economic Affairs (BMAW) for the trade ‘Film production including the production of multi-media productions’. For non-Austrian film production companies, the relevant commercial legal requirements of the place of business must be confirmed.
If several film production companies are involved in a certain film project, at least one film production company must apply for the license.
The license period is four years.
Application Process
The certification concerns a specific film production, which can be awarded the Austrian ecolabel. The film production company acts as a licensee and is not awarded per se.
The ecolabel word-image logo may only be used in such a way that misleading confusion or content-related associations with other, non-certified film productions of the licensee are excluded.
A film production that has received an award under this Directive may communicate this certification and the logo to the public as follows: ‘NAME OF SPECIFIC FILM PRODUCTION’ has been awarded the Austrian Ecolabel UZ 76 ‘Green Producing’ by the Federal Ministry of Agriculture and Forestry, Climate and Environmental Protection, Regions and Water Management. The Ecolabel ensures that an ecological standard certified by an independent control body has been met.’
After completion of Part A of the two-stage test procedure or in the case of an ongoing licence agreement, the use of the ecolabel logo is possible with the following wording:
• For external communication: ‘We are licensees of the Austrian Ecolabel UZ 76 ‘Green Producing’ and are therefore qualified to produce specific film productions according to UZ 76.’
• For ongoing internal communication certifications: ‘We plan to produce the film production ‘NAME OF SPECIFIC FILM PRODUCTION’ in accordance with the criteria of the Austrian Ecolabel Directive UZ 76 ‘Green Producing’.’
1 Product group definition
It is a specific film production that can be awarded.
This film production can be a cinema, television, documentary or advertising film, the season of a series or a single episode of a series, as well as a show or a reportage. The award of purely computer-generated film productions, such as an animated film or VR films, is excluded, as no actual filming takes place.
The film production company as a company is not awarded, but acts as licensee of the Austrian Ecolabel.
Co-productions (joint production of a film by several film production companies and/or television companies) and service productions (part of a film production including filming is carried out by a film production company) may be awarded, provided that the environmental criteria are applied to the entire film production and that the film production partners are officially obliged to comply with the requirements for the specific film production of this Directive (e.g. by means of a contractual agreement or equivalent evidence; see test provisions).
The Federal Ministry of Agriculture and Forestry, Climate and Environmental Protection, Regions and Water Management, as the owner of the certification, reserves the right to exclude film productions from a certification with the Austrian Ecolabel, on the basis of certain factual reasons, that contradict the fundamental aims of environmental, resource and climate protection or the intention of the Austrian Ecolabel.
2 criteria: Information on the criteria structure
The criteria are divided into two parts:
Part A: Criteria for the film production company (see Chapter 2.1)
Part B: Criteria for a specific film production (see Chapter 2.2)
In principle, all the requirements of Parts A and B must be met in order to obtain the award for the specific film production (see ‘Test provisions’).
There are mandatory criteria and target criteria. In order to meet the target criteria, it is possible to choose from a number of requirements, with some allowing the implementation of an equivalent ‘individual action‘.
Criteria that do not apply for a specific film production are not considered in the evaluation.
2.1 PART A: Requirements for the film production company
2.1.1 Communication
2.1.1.1 Mission statement
A corporate mission statement approved and signed by the management of the film production company, which includes the topics environment and sustainability, especially with regard to film production is available and publicly communicated.
Assessment and verification: The mission statement shall be provided. It is comprehensibly explained where it is visibly communicated (website, annual reports, etc.).
2.1.1.2 Green Producing Manager at the Film Production Company
In a film production company, which becomes a licensee of the Austrian Eco-label, an employee or a person close to the management oft he company must be designated as Green Producing Manager.
He/She is responsible for the environmental quality mangement measures in the film production company, the transfer of information to the employees and the certification process.
A qualified person must also be responsible for the specific film production. This is hereinafter referred to as ‘Green Producing Responsible’. It is possible for a single person to hold both positions (see Chapter 2.2.1.1).
Assessment and verification: The name of the Green Producing Manager shall be provided. The name must be communicated at least internally, e.g. website, e-mails, annual report.
2.1.1.3 Organizational information management
All employees are informed about the eco-label by the Green Producing Officer(s) in the usual internal organizational ways and are encouraged to comply with the criteria.
The Green Producing Officer informs the employees at regular intervals about already implemented and planned environmentally relevant measures in the company.
Employees are demonstrably encouraged and motivated to behave in an environmentally friendly manner at the workplace. These include: Energy-saving behaviour, paper-saving printing, waste prevention, waste separation, external printing, eco-friendly individual mobility and mobility in the company.
The employees are demonstrably commissioned with environmentally friendly procurement and motivated to take it into account when communicating with suppliers and service providers.
Assessment and verification: A documentation of the communication measures taken to the employees on implemented and planned environmentally relevant measures must be submitted.

The notifications sent to the suppliers and service providers by the employees regarding the procurement must be submitted.
2.1.2 Mobility
An internal mobility concept is created and communicated at least internally. It defines goals for how mobility behaviour in the company can become more sustainable.
Specially defined measures from sections 2.1.2.1 to 2.1.2.3., which are used by the employees, are offered for the concrete implementation.
Assessment and verification: The mobility concept shall be presented.
2.1.2.1 Directions to the film production company
The film production company communicates both internally and externally to the employees and guests that and how the journey to the company can be environmentally friendly by public transport, by bicycle or on foot or in carpools.
The film production company supports, as far as possible, a climate-friendly journey to the place of work. This can be done by, for example, safe parking for bicycles, provision of pump and tools, platforms for ride-sharing, service or cargo bicycles, subsidy to or assumption of costs of the ÖBB advantage card or climate ticket.
Assessment and verification: Documentation of the communication measures taken for the employees, guests and supporting offers must be provided.
2.1.2.2 Missions and missions
Employees are actively supported in making their business trips sustainable (e.g. e-vehicle fleet, carpooling, service bicycle as well as subsidy for or assumption of costs of the ÖBB advantage card or the climate insurance). If a climate-friendly business trip is not possible, it should be checked whether meetings are held by phone or online and whether employees can work in the home office.
The film production company must ensure for its employees that air travel within Austria, as well as short-haul flights with a total flight distance of less than 500 km (one way), are not permitted.
Public transport must be preferred over the plane or car.
Assessment and verification: Documentation of the supporting bids must be provided. A list of intra-organizational flights, at least during the period of application for certification until the final eco-label verification, shall be provided.
2.1.2.3 Own vehicle fleet
Vehicles to be purchased must be battery or fuel cell electric vehicles or at least comply with the current Euro emission standard.
All lorries used (total permissible weight >3.5 tonnes) in the fleet must meet at least Euro 5 emission standards (except vehicles with complex integrated technology).
A list of the vehicle fleet and regularly used vehicles shall be drawn up, including the presentation of the Euro emission standard.
If there are three or more vehicles in the vehicle fleet (including motorised and non-motorised bicycles and scooters owned by the film production company), at least one of the following measures shall be met:
• There is at least one battery or fuel cell electric vehicle in the own fleet.
• Only single-track vehicles without an internal combustion engine are used (e.g. bicycles, electric scooters).
• 100% green electricity is used at all own charging stations in accordance with the requirements of the Austrian Ecolabel Directive UZ 46 ‘Green electricity’.
• The film production company takes over the compensation of all CO2e emissions generated by internal mobility in the last twelve months and informs the employees internally.
• Own action
Assessment and verification: A list of the vehicle fleet and regularly used vehicles shall be provided, including the presentation of the Euro emission standard. Further documents and photos for implementation must be submitted, e.g. confirmation of CO2 compensation, invoices.
2.1.3 Office management
2.1.3.1 Electricity
The film production company must cover 100% of its electricity demand from renewable energy sources in accordance with the requirements of the Austrian Ecolabel Directive UZ 46 ‘Green electricity’ or an equivalent ISO Type I certification or demonstrate that it is 100% green electricity with Austrian guarantees of origin.
If self-generated electricity is produced on balance to meet demand, this criterion is met. If self-generated electricity is not produced on balance, it must be demonstrated that at least green electricity is sourced with 100% Austrian guarantees of origin.
In any case, the film production company must demonstrably request an electricity tariff corresponding to these above-mentioned requirements from its respective electricity provider.
It is taken into account if the choice of electricity purchase is not within the decision-making area of the film production company. In the case of contractual agreements that do not allow an immediate tariff change, a change must be included in the release notes and proven at the latest during the review of the licence renewal.
Assessment and verification: Documentation on compliance with the criterion shall be provided. In case of non-compliance (exceptions see above), a documentation of the request must be provided.
2.1.3.2 Procurement
For the new procurement of products to implement energy saving measures, a concept for sustainable procurement must be presented (see e.g. "Sustainable Procurement Action Plan" - https://www.nabe.gv.at/).
This approach must ensure that the procurement process prioritises the selection of products that have an ISO Type I environmental certification.
In addition, if products with an ISO Type I environmental certification are not available at the time of purchase, the concept must indicate which alternative certifications or evaluation systems are used for procurement that also guarantee high sustainable standards (e.g. second-hand products, ‘climate active – product certificates’ - https://www.klimaaktiv.at/energy saving/tourism/product certifications/product certificates.html).
At least the following product groups are covered in the concept and the following requirements and alternative standards are taken into account:
• Electrical and electronic equipment
Newly purchased electrical and electronic equipment for office use, e.g. PCs, laptops, screens, copiers, printers bear an eco-label according to ISO type I or are purchased in accordance with the criteria of ÖkoKauf Wien, the NaBe Action Plan or other public procurement directives or comply with the current Energy Star standard or are TCO certified or listed in ‘top products’.
• Paper goods and printing orders
The film production company or production unit only uses office papers with an ISO type I eco-label, e.g. Austrian Ecolabel, Blue Angel, EU Ecolabel, Nordic Swan. Print orders to external printers are issued in accordance with the requirements of the Austrian Ecolabel Directive UZ 24 ‘Printed products’, thus to certified printers who also label the product accordingly.
• Sanitary papers
The hygiene papers used in the office bear an eco-label according to ISO type I or are demonstrably made of 100% recycled paper. This requirement does not apply to offices without any influence on the procurement or commissioning of the cleaning company.
• Cleaning products
The film production company uses at least three products (hand washing detergents and/or detergents for dishwashers and/or detergents and/or all-purpose cleaners) with ISO type I eco-labels or in accordance with the database Ökorein from DIE UMWELT-BERATUNG.
• External award of the cleaning
When externally awarding cleaning services, cleaning companies certified with an ISO Type I eco-label (e.g. Ecolabel 052 ‘Building refurbishment services’) or corresponding ecological-social requirements must be included in the system by service provider. A transitional period may be granted for existing contracts until their expiry. For offices without influence on the procurement or on the commissioning of cleaning companies, this requirement does not apply. The use of corresponding products is proven to be suggested to the commissioned cleaning company.
• Drinks and food for the coffee kitchen
If in the internal area of the film production company, for example in the coffee kitchen or for meetings, food is purchased and used together (e.g. coffee, tea, milk, sugar), milk in organic quality and coffee in organic and/or fair trade quality are regularly purchased and at least two other products are procured regionally and/or organic and/or fair trade. Attention is paid to the use of reusable beverage products and to dispense with single-portion packaging even for hot drinks (except compostable single-portion packaging).
Assessment and verification: A procurement concept with directives for the different areas has to be submitted. Documentation (e.g. contracts, invoices, fo-tos) on the respective requirements must be provided.
2.1.4 Waste management
Waste must be separated in such a way that it can be treated separately from municipal or private waste disposal facilities.
At least three types of waste plus residual waste must be collected separately in the office.
Special attention shall be paid to hazardous waste (e.g. energy-saving lamps, monitors, battery systems), electrical appliances, toners and colour cartridges. These are collected separately and handed over in an appropriate manner to an authorized desor-ger. Each (women's) toilet is equipped with a suitable waste container and the users are asked to dispose of appropriate waste in the container instead of in the toilet.
Assessment and verification: It shall be explained which categories of waste are accepted by the municipal authorities, which procedures are in place for the collection, provision, handling and disposal of these categories and/or which relevant contracts have been concluded with private companies.
2.1.5 Own IT infrastructure of the film production company
Own server cabinets, server rooms or data centers meet the following requirements:
• They are described with an inventory list, which identifies the most important IT components (e.g. server, storage, network technology) and building technology components (e.g. uninterruptible power supply, refrigeration system) and indicates their electrical connection capacities.
• Where applicable, existing refrigeration systems may only use halogen-free refrigerants. For installations put into operation before 01.01.2024, refrigerants may also be used in accordance with Chapter 2.3.9 Refrigerants / Table 6 of the Environmental Directive UZ 80 ‘Data centres’ (see Annex 1).
• If possible, the devices should be switched off gradually when not in use or put into a state of low power consumption.
Review and appraisal: Documentation on compliance with this criterion must be provided together with documentation on implementation (e.g. inventory list, refrigerants used).
2.2 PART B: Criteria for specific film production
2.2.1 Communication for specific production
2.2.1.1 Green Producing Responsible
In addition to the Green Producing Officer, a qualified person responsible for the specific film production is appointed for this position. It is possible that a person performs both functions.
The person responsible for Green Producing must be entrusted with this task at least four weeks before the start of filming or at the time when the production begins with the detailed project planning, such as the first meetings of the employees in the production team (production and reception management) and must be available for questions during the entire production period. Appropriate qualifications must be demonstrated.
On site, the film production company can also employ a green runner who supports or represents the green producing person directly on set.
The Green Producer can also use the support of a trained external consultant (e.g. a Green Film Consultant).
Assessment and verification: The name of the Green Producing Officer(s) and, if applicable, other authorised persons shall be indicated.
Proof of qualification can be provided as follows: a. through relevant training, b. through proof of successful support of at least two film productions certified with the Austrian Ecolabel in a responsible role, or c. through proof of training on the contents of this Directive by a person who himself fulfils point a. or b.
2.2.1.2 General
The film production company verifiably communicates (in writing) the environmental standards and green production measures to its entire film team, in particular to the actors and the production and recording management as well as to its partner companies, for example in the areas of catering, accommodation, equipment rental.
The internal communication start is at least before the start of the shooting.
Environmental activities (green production measures) of the specific film production are communicated to the outside world via the website of the film production company.
Assessment and verification: A documentation of the communication measures taken to the employees or to the film team must be submitted. The notifications addressed to the Lie-ferantinnen and service providers regarding the environmental standards must be submitted. The communication of the Green Producing measures to the outside world is documented and presented in a comprehensible manner.
2.2.1.3 Sustainability Communication in the Film Context: Planet placement
‘Planet Placement’ is derived from the term ‘Product Placement’ and means that environmental issues and issues of environmental sustainability are communicated and/or placed in the scene or action of a film production, e.g. environmentally friendly products, recycling stations, waste separation are to be seen in the image.
It will be examined whether planet placement can be taken into account in the film production to be certified. If it is not possible, this will be justified.
Assessment and verification: Documentation of the examination shall be provided. The description of the scene or plot must be provided with a photo (screenshot).
2.2.2 Mobility
When commissioning external services, the use of resources must be minimised, especially with regard to mobility. Service providers with a lower transport load are primarily to be commissioned. In the case of unavoidable commissions from service providers who do not deliver from the country or countries where filming takes place, this must be explicitly justified.
Assessment and verification: Written request to service providers on site must be submitted.
2.2.2.1 Passenger transport for specific film production
Public transport must be preferred over the plane or car.
The film production company must ensure for its employees and for the entire film team that air travel within Austria, as well as short-haul flights with a total flight distance of less than 500 km (one way), is not permitted.
Carpooling to all filming locations must be organised centrally.
If a climate-friendly arrival is not possible, it should be checked whether meetings can be held by phone or online.
In the case of shows and events, guests are informed about public transport offers (e.g. on the admission ticket or landing page) if they are within the responsibility of the film production company.
Assessment and verification: Documentation on compliance with this criterion shall be provided together: (z.B. Fahrbescheinigungen, Tickets, Informationsmaterial)
2.2.2.2 Vehicles used for specific film production
The film production undertaking shall implement at least one of the following measures in respect of the vehicles used. This criterion also applies to self-produced contributions within a program to be certified, e.g. your own journey to the scene of an accident in a news program:
• At least half of the kilometres driven shall be covered by battery and fuel cell electric passenger cars and light commercial vehicles (total permissible weight < 3.5 tonnes) and by public transport or vehicles without an internal combustion engine.
• All trucks used (total permissible weight >3.5 tonnes) comply with the EURO VI emission standard or have an alternative drive with gas, electric or hydrogen fuel cell or hybrid drive (except vehicles with complex integrated technology).
If none of the above measures is applicable, the film production company shall compensate for all CO2e emissions from mobility for the specific film production on the basis of the list set out in Chapter 2.2.2.3 and inform the staff thereof.
Assessment and verification: A declaration of compliance with this criterion must be provided together with documentation for implementation (e.g. order confirmation, invoices, journey logs/documentation, communication with car rental companies). A confirmation of the compensated CO2e shall be provided.
Compensation projects should have positive environmental and socio-economic side effects and have the greatest possible transparency in project management and use of funds, such as:
• Certified Emissions Reductions (CER) projects under the Clean Development Mechanism (CDM) of the United Nations Climate Change Secretariat (UNFCCC, http://cdm.unfccc.int)
• the gold standard (http://www.cdmgoldstandard.org/)
• national climate protection projects whose assessment criteria correspond to the standard of domestic environmental support (www.climateaustria.at)
2.2.2.3 Overview Mobility for specific film production
For an overview, a list of the kilometres travelled in the specific film production is compiled, broken down by the respective vehicles owned by the film production company, leased or rented for the film production, KM funds paid directly to employees as compensation for expenses, as well as train journeys and flights

In the case of electricity connections specially set up for film production, it is mandatory to obtain an offer for electricity in accordance with the requirements of the Austrian Eco-label Directive UZ 46 ‘Green electricity’. If no power supply from the public grid is possible, rechargeable batteries and/or rechargeable batteries are used. If this is also not possible, a generator can be used and must be plausibly justified per use.
Units of the Stage III A or higher standard are used. If these are not available, HVO 100 diesel must be refuelled with these generator sets and, if higher demand is expected, the additional quantity must be taken along to avoid avoidable transport routes for refuelling.
When using a generator set, an up-to-date maintenance report must be submitted.

2.2.3.3 Overview - Power supply for specific film production
2.2.3 Film locations and film production sites
All film production facilities used for specific film production must demonstrably comply with the criteria set out in point 2.2.3. Film production facilities can be owned by the film production company as well as temporarily rented film production facilities such as studios or external film production offices. In the case of a group, this requirement applies to the respective branch office.
2.2.3.1 Choice of location
When choosing the filming location at home and abroad, environmental aspects such as accessibility by public transport, the possibility of a local grid power supply, nature conservation, etc. are taken into account.
If the filming location is located in areas protected under national or EU law (e.g. nature reserves, Natura 2000 areas, bird protection areas) or in sensitive ecosystems (e.g. bogs, glaciers, floodplains), a protection concept must be submitted which, depending on the circumstances, includes the following:
• Definition of the necessary protective measures
• implementation of measures such as protection of grass scars or tree roots; avoidance of damage caused by buildings, structures, equipment, fires, chemicals, paints, faeces; the marking or fastening of paths.
• When filming with animals, special measures must be taken in the area of footfall damage, faeces and scattering materials as well as protection against biting.
• Ensuring communication of safeguards to all stakeholders
Damage to animals and plants must be avoided (e.g. no use of staples on trees, instead elastic, if possible reusable ribbons/laces).
Assessment and verification: A declaration of compliance with this criterion together with documentation on implementation (e.g. communication, selection criteria) must be provided. In the case of filming locations in sensitive natural areas, a protection concept (or proof of compliance with the corresponding conditions of the filming permit) and an explanation of how this is communicated internally and to the parties involved must also be provided.
2.2.3.2 Power supply at the shooting location: Connections and aggregates
If there is an electricity connection to the public grid and use is possible, electricity is drawn from the public grid. In the case of electricity connections specially set up for film production, it is mandatory to obtain an offer for electricity in accordance with the requirements of the Austrian Ecolabel Directive UZ 46 ‘Green electricity’.
2.2.3.2 Power supply at the shooting location: Connections and aggregates
If there is an electricity connection to the public grid and use is possible, electricity is drawn from the public grid. In the case of electricity connections specially set up for film production, it is mandatory to obtain an offer for electricity in accordance with the requirements of the Austrian Ecolabel Directive UZ 46 ‘Green electricity’. If no power supply from the public network is possible, rechargeable batteries and/or rechargeable batteries are used. If this is also not possible, a generator can be used and must be plausibly justified per use.
Units of the Stage III A or higher standard are used. If these are not available, HVO 100 diesel must be refuelled with these generator sets and, if higher demand is expected, the additional quantity must be taken along to avoid avoidable transport routes for refuelling.
When using a generator set, an up-to-date maintenance report must be submitted.

2.2.3.3 Overview - Power supply for specific film production
For an overview, a list of the power sources used in the specific film production is drawn up in accordance with Chapter 2.2.3.2., broken down by the respective motifs or locations by basis and set and indicating the respective duration of use in days and the respective consumption.
The use of a generator must be plausibly justified per use.
Assessment and verification: A list shall be provided together with supporting documents and supporting documents.
2.2.3.4 Consumables at the location
All information for the employees on set is not printed out as far as possible or is at least produced according to the principle of minimum resource expenditure, e.g. small print run, small print format, double-sided copies, mail services, Internet, apps.
Only paper products labelled with an ISO Type I eco-label are used.
The paper used for external printing orders bears an ISO Type I eco-label or is made of 100% recycled paper or is at least totally chlorine-free bleached (TCF) or listed in the Ecological Printing Paper Database of Ökokauf Wien (https://www.va-oekokauf.at/). Wood certifications such as FSC and PEFC alone are not sufficient.
At least three detergents bear an ISO Type I eco-label or are listed in the ‘ökorein’ database (www.oekorein.at).
Sanitary papers bear an eco-label according to ISO type I or are demonstrably made of 100% recycled paper.
Assessment and verification: Documentation (e.g. contracts, invoices, photos) on the respective requirements must be submitted.
2.2.3.5 Lighting
At least 80% of the illuminants used at the shooting location - except illuminants in the scene - are energy-saving (LED and / or energy efficiency class A but also the use of reflector systems, RGB light).
A lighting system is used that is supplied with mains power or batteries whenever possible.
Color foils used will be stored for future productions or will be made available for further use in a proven manner.
For an overview, a list of the illuminants used in the specific film production (except illuminants in the scene image) is created.

2.2.3.6 Technology and camera
If available, energy-efficient devices are used, e.g. with a certification of the devices with TCO/EPEAT Gold/Ecolabel according to ISO type I.
When it comes to the unavoidable purchase of new technical products, it is particularly important that they can also be repaired in the EU.
Aerial photographs are taken exclusively with camera drones and not from helicopters. Exceptions to this are a. altitude or use for drones not possible or b. helicopter flight content anyway without alternative.
The film production company or the directorial and camera team tries to systematically minimize the energy consumption for permanently stored amounts of data.

2.2.3.7 Waste at the location
Unavoidable waste shall be separated in such a way that it can be treated separately from municipal or private waste facilities. Wood, metals, paper and cardboard, rubbish, glass, packaging and residual waste must be collected separately in any case. Waste separation is primarily intended to lead to material recovery of the material.
Hazardous waste, electrical appliances, toners and ink cartridges shall be separated, collected and appropriately handed over to an authorised disposer.
Assessment and verification: Explain what categories of waste are accepted by local authorities, what procedures are in place for the collection, separation, handling and disposal of these categories and/or what relevant contracts have been concluded with private companies.
2.2.3.8 Waste water at the filming location
The production company ensures that the wastewater is discharged into the sewer network or collected in a wastewater tank and disposed of in a professional manner and that the wastewater disposal complies with local legislation.
If access to toilet facilities is not possible at the filming location, the following mobile toilet facilities, if regionally available, can be used:
• Compost toilets
• Toilet trolleys with water flushing connected to the sewerage system.
• Toilet trolleys with water flushing and tank, the contents of which are fed to the sewage treatment plant without additives.
• Toilets with environmentally certified sanitary additives.
It is ensured that the toilet facilities are regularly maintained and cleaned during production and that the contents are properly disposed of.
Assessment and verification: Documentation on compliance with the criterion – where applicable, cleaning staff, cleaning plan, disposal contract, official approval – shall be provided.
2.2.3.9 Control systems
Elements of the guidance system such as information signs and (stop) tapes are generally reusable beyond the respective specific film production. If this is not possible, recyclable or renewable and biodegradable materials can be used. If this is not possible, this must be explained in detail.
Assessment and verification: Documentation on compliance with the criterion as well as proof of implementation (e.g. indication of products) must be provided.
2.2.4 Scene shot: Set decoration/props and film decoration/construction stage
When commissioning external services, the use of resources must be minimised, especially with regard to mobility. Service providers with a lower transport load are primarily to be commissioned. Written proof of enquiries from service providers on site). In the case of unavoidable commissions from service providers who do not deliver from the country or countries where filming takes place, this must be explicitly justified.
Assessment and verification: Written request to service providers on site must be submitted.
2.2.4.1 Concept scene picture
A concept for the procurement of the entire scene image is created before shooting begins.
The concept should include creative solutions to conserve resources in individual, specific film production. The procurement of materials, products, props or set decoration elements from the warehouse, loan or second-hand shops or platforms is preferable to the new procurement.
In the concept, the materials, products, props or set decoration elements used (per motif) are presented in the following categories according to their origin: from own warehouse, borrowed, second-hand procured, newly procured.
If new acquisitions are necessary, this must be justified in detail.
The film production company or service provider prefers to purchase sustainable, regional building materials and products:
• from regional suppliers,
• from biodegradable materials or
• Materials with high recycled content (from 50%).
Temporary buildings must be constructed in such a way that the largest possible proportion of material can be reused. For the purpose of dismantling, suitable materials must be used, such as screws instead of nails or glue. What cannot be reused must be separated according to materials and recycled/discarded in accordance with legal requirements.
Concrete ideas for re-use are carried out in the concept.
The concept also includes requirements from chapter 2.2.4.2 for materials and products.
Assessment and verification: If an undertaking is contracted, it must be indicated by name. The concept drawn up before the start of filming must be submitted. (Also deviating from the concept in retrospect) new procurements must be explicitly listed and justified. Documentation of the buildings and materials used as well as, if necessary, proof of implementation (e.g. photos of construction and dismantling) must be provided.
2.2.4.2 Specific criteria for materials and products
In order to minimise the environmental impact of the use of materials and products, the following requirements must be met:
• Origin Wood and wood-based materials: Newly purchased wood (primary wood or primary fibres) must come from sustainable forest management. Saw by-products and recycled wood are permitted as raw materials. No products impregnated with chemical wood protection are newly procured.
• Paints and varnishes: Eco-friendly paints are used. These are colours with an ecolabel according to ISO type I, e.g. Austrian Ecolabel, Blue Angel or EU Ecolabel, or with the Natureplus label or listed in IBO Baubook – criteria (http://www.baubook.info) for a building eco-optimised tender. Remains of paint will be removed for further production.
• PVC (e.g. vinyl flooring) is not newly procured.
Recommendations for further materials and product groups are set out in Annex 2.
Assessment and verification: Documentation on compliance with the criterion and, where applicable, proof of implementation shall be provided. The following shall be considered as proof of origin of wood and wood-based materials: PEFC (Program for the Endorsement of Forest Certification Schemes); FSC (Forest Stewardship Council), wood from here, Natur-land, ISO 38 200 certified or equivalent evidence, which must be clarified in advance with the licensing body.
2.2.5 Special effects
Special effects are preferably generated digitally, where possible and appropriate.
If no comparable digitally generated effects are possible, potential hazards to the environment are identified and precautions are taken to prevent and limit damage before shooting.
The following restrictions apply to non-digitally generated special effects:
• No combustion of petroleum-based materials, including plastic, rubber and diesel fuel.
• Only alcohol-based fuels are used for fire effects.
• Only biodegradable artificial snow products are used.

2.2.6 Mask
2.2.6 Mask
The mask uses consumables (watte pads, cotton swabs and cosmetic wipes) and at least five other regularly used cosmetics and care products with an eco-label according to ISO type I or another organic or natural cosmetic certification, e.g. Austria Bio Garantie, COSMEBIO, BDIH Controlled Natural Cosmetics, Ecocert, EZA, IMO control, NaTrue Biokosmetik, CCPB, Demeter.

2.2.7 Costume and wardrobe
When clothing is washed at the filming location, environmentally friendly detergents with an ISO Type I eco-label are used.
If clothing is washed at the filming location, energy-saving washing machines and dryers (only if air drying is not possible) are used (e.g. TCO awarded or listed on www.topprodukte.at). If old equipment (in) of the production company is available, an action plan is drawn up that only equipment corresponding to the requirements is purchased during the new procurement. If devices from service providers are used, demonstrably energy-saving devices are requested.
When purchasing costumes and textiles, at least two of the following measures shall be implemented:
• The company uses products and materials from its own warehouse
• The production company borrows textiles and clothing and does not buy them.
• The production company buys textiles and clothing in second-hand shops, flea markets or online flea markets and offers them after shooting for resale or as a donation.
• When new textiles are purchased, at least 50% of them are awarded an ISO Type I eco-label or equivalent certification for textiles. E.g. bluesign®, Cradle to Cradle, FAIRTRADE Certified Cotton, GOTS Global Organic Textile Standard, Made in Green by OEKO-TEX®, Naturtextil IVN certified BEST, Öko-Tex Standard 100, ÖkoControl, BCI, bioRe, EZA - Fairer Handel GmbH, Hautsache Body-friendly - medically tested and pollutant tested, natural leather IVN certified, OCS 100.
• Costumes are produced by regional tailors.
• Own measures

2.2.8 Catering
2.2.8.1 Communication of green production measures to catering companies
The production company informs all catering companies about the environmental standards of film production.
Assessment and verification: The cover letter must be submitted.
2.2.8.2 Externally commissioned catering
This criterion is to be applied if the production company commissions a special film catering or a delivery service. All catering service providers shall meet at least one of the following requirements:
• Austrian Ecolabel UZ 200 ‘Event catering and party service’
• Written agreement on compliance with the MUST criteria for green catering in accordance with the requirements of the current Austrian Ecolabel Directive UZ 62 ‘Green Meetings and Green Events’ (see Annex 3)
For shootings abroad, a catering company must be commissioned on site if necessary and/or social and ecological projects are supported in the procurement of food on site.

The name of the company is given and, if necessary, the agreement must be submitted. Written enquiries with service providers on site must be submitted.
2.2.8.3 Self-catering
If no external catering service is purchased or if catering with a limited offer is provided outside of this service, e.g. coffee break with coffee, tea, juice, water and rolls or cake, fruit - the following requirements must be met:
• Only reusable dishes (e.g. cups, glasses, reusable cups, plates, bowls, cutlery) are used.
• Only reusable containers or large containers are used for drinks.
• Tap water is provided free of charge if it is available in drinking water quality.
• For coffee or tea, portion machines with disposable single-serve packaging are not used (except compostable single-serve packaging).
• In principle, portion packaging is dispensed with.
These requirements also apply to beverages provided by sponsors.
Assessment and verification: Documentation on compliance with the criterion and, if necessary, evidence (e.g. photos) of implementation must be provided.
2.2.8.4 Heating with electricity or gas mushrooms in the open area
Electricity or gas mushrooms for outdoor heating (as well as equipment for cooling) are only used in shielded areas that limit radiation, if these are absolutely necessary for climatic reasons. In this case, their use must be minimized in time.
Assessment and verification: The contractual agreement with the company must be submitted. The operating times must be proven.
2.2.9 Accommodation
2.2.9.1 Communication of Green Producing measures to accommodation companies
The production company informs all accommodation companies about the environmental standards of film production.
Assessment and verification: The cover letter must be submitted.
2.2.9.2 Accommodation establishments
Accommodation establishments shall meet at least one of the following requirements:
• Ecolabel according to ISO Type I, EMAS or ISO 14001
• Other public environmental award with external review by third parties (ecoprofit, organic association, climate alliance, etc.)
• Evidence of compliance with minimum environmental standards based on a checklist for accommodation under the Austrian Ecolabel Directive ‘UZ 72 Reiseangebot’ (see Annex 4) and online entry of this checklist in the product database.
This criterion does not apply if the employees or performers are verifiably accommodated in apartments.
Assessment and verification: The names of the accommodation establishments and corresponding contracts and, where applicable, proof of certification or compliance with the checklist and/or entry in the product database shall be provided.
2.2.10 External commissioning of digital processes for film production
Digital film production includes editing services, digital post-processing of images, incorporation of visual effects (VFX), setting (sound design, sound editing, sound mixing) as well as musical underlaying of images and mastering and distribution.
The purchased electricity of the service providers must meet the requirements of Chapter 2.1.3.1 Electricity or at least a corresponding offer must be obtained.
Service providers must prove that the services you have contracted (e.g. from AWS, Azure, Google Cloud or other cloud providers) and project management software and other SaaS (Software as a Service); e.g. Yamdu, Jira, Green Toolbox) also source their electricity needs from 100% renewable energy sources and at least submit a request.
The amount of energy consumption (kilowatt hours) must be requested from external service providers and indicated. If the service providers refuse this information, this must be documented by the correspondence.
Review and appraisal: Documentation on compliance with this criterion must be provided together with documentation on implementation (e.g. list of outsourced services, electricity supply contract, SaaS contract, amount of energy consumption).
2.2.10.1 Overview of the digital processes of film production
An overview is created of which digital services are used for film production and whether they are your own IT infrastructure (e.g. desktop computers, server cabinets, data centers) or external services (e.g. AWS, Azure, Google Cloud or other cloud providers).
Review and appraisal: An overview list will be provided.
2.2.11 Calculation of CO2e emissions
The CO2e emissions generated from the following areas shall be calculated using an appropriate CO2e calculator:
• Travel activities: Recording of kilometres travelled depending on the means of transport for passenger and freight transport
• Consumption of electricity, heating and cooling energy (if available): in the production office, studio, filming location, aggregates, data storage, server
The data will be used to improve measures in the area of CO2e reduction.
Assessment and verification: The CO2e calculation shall be provided.

1.For events that do not take place in a building and/or where the use of reusable systems is not permitted by official regulations, the use of disposable tableware (plates, bowls) is also possible in exceptional cases if it is either made of cardboard or biodegradable plastic (European standard EN 13432; Compostability mark) from renewable raw materials. Biodegradable bioplastic tableware must be offered with a deposit system and supplied in the best locally possible form of disposal (ideally biogas plant, composting). It must be justified and communicated to the guests why no other form of utensil use is possible.
2. For events that do not take place in a building, the use of disposable cutlery is possible if it is made of wood or biodegradable (European standard EN 13432; Compostability mark) and can justify why no other form of cutlery insert is possible.
3. Reusable containers are refillable barrels, containers, tanks, etc. e.g. in dispensers or drinks in reusable bottles. Packaging from 2.5 l is considered to be a large container, e.g. canister, bag in box, etc. Excluded: Wine, sparkling wine, champagne, etc. Here applies 0.75l or larger and spirits - here the largest possible available container, but no portion packaging, is to be used). If, for reasons of product availability, the use of large containers or reusable systems is not possible, the beverage containers shall be collected separately and recycled. In this context, „product“ refers to the type of beverage or subcategories as defined in the Austrian legal standards, see http://www.lebensmittelbuch.at/. A product is considered available when it is offered on the market. It must be justified by the licensee why no other product / form of container use is possible. A sponsorship agreement is not to be regarded as a restriction of product availability.
4. Seasonal: the product is grown in the region where the event takes place at its typical time of year. In the winter months (January-March), storage products or preserved products from the autumn harvest (apples, pumpkin, herb, carrots, cabbage and the like) are also permitted.
